Issued at 05:00 AM, October 31, 2019 Synposis  At 3:00 AM today, a Low Pressure Area (LPA) was estimated based on all available data at 460 km East of Davao City (7.3 °N, 130.0 °E). Easterlies affecting the eastern section of Luzon. Northeast Monsoon affecting extreme Northern Luzon.
Visayas, Northern Mindanao, Davao Region, Caraga will experience Cloudy skies with scattered rainshowers and thunderstorms due to LPA.  Possible flash floods or landslides during severe thunderstorm
