Issued at 05:00 PM, November 13, 2019 Synposis: At 3:00 PM today, the center of Tropical Storm "RAMON" {KALMAEGI} was estimated based on all available data at 410 km East of Catarman, °Northern Samar (12.9 °N, 128.4 °E), with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving West Northwest at 10 km/h. Northeast Monsoon affecting Northern and Central Luzon.
ACTIVE TROPICAL CYCLONE OUTSIDE PAR AS OF 3:00 PM TODAY TROPICAL STORM {FENGSHEN} (1925) LOCATION: 3,245 KM EAST OF SOUTHERN LUZON (16.8N, 154.3E) MAXIMUM SUSTAINED WINDS: 75 KPH GUSTINESS: UP TO 90 KPH MOVEMENT: WEST AT 25 KPH REGIONAL FORECAST: 
Bicol Region and the provinces of Northern and Eastern Samar will experience Rains with Gusty winds due to TS -RAMON-.  Possible flash floods or landslides due to scattered moderate to at times heavy rains.
MIMAROPA, rest of Visayas, and the provinces of Aurora and Quezon will experience Cloudy skies with scattered rainshowers and thunderstorms due to TS -RAMON.  Possible flash floods or landslides during severe thunderstorms.
Metro Manila and the rest of Luzon Cloudy skies with light rains Northeast Monsoon No Significant impact.
Mindanao will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms.  Possible flash floods or landslides during severe thunderstormst.
