Issued at 05:00 AM, November 15, 2019 Synposis: At 3:00 AM today, the center of Tropical Storm "RAMON" {KALMAEGI} was estimated based on all available data at 455 km East Northeast of Casiguran, Aurora (16.9 °N, 126.1 °E), with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. It is moving North at 15 km/h. Northeast Monsoon affecting Northern Luzon.
ACTIVE TROPICAL CYCLONE OUTSIDE PAR AS OF 3:00 AM TODAY SEVERE TROPICAL STORM {FENGSHEN} (1925) LOCATION: 2,415 KM EAST OF NORTHERN LUZON (18.3 °N, 144.5 °E) MAXIMUM SUSTAINED WINDS: 110 KM/H GUSTINESS: UP TO 135 KM/H MOVEMENT: WEST NORTHWEST AT 35 KPH
REGIONAL FORECAST: Cagayan Valley, Bicol Region, Western Visayas, Eastern Visayas, and the provinces of Apayao, Aurora, Quezon, Mindoro, Marinduque, and Romblon will experience Cloudy skies with scattered rainshowers and thunderstorms due to TS -RAMON-. Possible flash floods or landslides during severe thunderstorms.
Ilocos Region and the rest of Cordillera will experience Cloudy skies with light rains due to Northeast Monsoon. No Significant impact.
Metro Manila and the rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms.  Possible flash floods or landslides during severe thunderstorms. Today, light to moderate with intermittent heavy rains may be experienced over the eastern portions of Cagayan and Isabela, Bicol Region, Romblon, Panay Island, and Cuyo Islands.

Tomorrow, light to moderate with occasional heavy rains may be experienced over the eastern portions of Cagayan and Isabela. Light to moderate with intermittent heavy rains over Apayao, Northern Aurora and the rest of Isabela and Cagayan.
