Issued at 05:00 PM, November 18, 2019 Synposis: At 3:00 AM today, the center of Tropical Storm "RAMON" {KALMAEGI} was estimated based on all available data at 205 km East Northeast of Casiguran, Aurora (17.2 °N, 123.8 °E), with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h. It is moving Northwest at 10 kph.
REGIONAL FORECAST: Cagayan, Isabela, Apayao and Kalinga Stormy due to TS -Ramon-. Possible floodings or landslides. Light to moderate damage due to strong winds.
Ilocos provinces, rest of Cagayan Valley and of Cordillera Administrative Region will experience Occasional rains with gusty winds due to TS -Ramon-. Possible floodings or landslides. Very light to light damage due to strong winds.
Central Luzon and the rest of Ilocos Region will experience Cloudy skies with scattered rainshowers and thunderstorms TS - Ramon- Possible flash floods or landslides during severe thunderstorms.

TROPICAL STORM "RAMON" CONTINUES TO MOVE NORTHWESTWARD AND IS NOW THREATENING NORTHERN CAGAYAN.

The rainfall outlook for today: Light to moderate with occasional heavy rains over the eastern portions of mainland Cagayan and Isabela. Light to moderate with intermittent heavy rains over the rest of mainland Cagayan and Isabela, Babuyan Islands, the northern portion of Aurora, Apayao, Kalinga, Mountain Province, Ifugao, Abra, and Ilocos Norte.

The rainfall outlook for tonight: Moderate with occasional to frequent heavy rains over Cagayan including the Babuyan Islands, the northern portion of Isabela, and Apayao. Light to moderate with intermittent heavy rains over Batanes, Kalinga, Abra, Ilocos Norte, and the rest of Isabela.
