Issued at 05:00 AM, November 19, 2019 Synposis: At 3:00 AM today, the eye of Typhoon "RAMON" {KALMAEGI} was estimated based on all available data including Aparri Doppler Radar at 120 km East of Calayan, Cagayan (19.1 °N, 122.6 °E), with maximum sustained winds of 120 km/h near the eye and gustiness of up to 150 km/h. It is moving West °Northwest at 10 km/h.
REGIONAL FORECAST: Cagayan, Batanes, Isabela, Apayao, Kalinga and Ilocos Provinces will experience Stormy condition due to TY -Ramon-. Possible floodings or landslides. Moderate to heavy damage due to strong winds.
The rest of Cordillera Administrative Region and of Ilocos Region will experience Occasional rains with gusty winds due to TY -Ramon-. Possible floodings or landslides. Very light to light damage due to strong winds.
Aurora province and the rest of Cagayan Valley will experience Cloudy skies with scattered rainshowers and thunderstorms duet o TY - Ramon-.  Possible flash floods or landslides during severe thunderstorms.
Metro Manila and the rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms.  Possible flash floods or landslides during severe thunderstorms.

"RAMON" CONTINUES TO MOVE WEST-NORTHWESTWARD TOWARDS BABUYAN ISLANDS.

Tropical Cyclone Wind Signal (TCWS) over the southern portion of Isabela has been lifted.

Rainfall outlook for today (Tuesday): moderate with frequent heavy rains over Batanes, the northern portion of Cagayan including the Babuyan Islands, Apayao and the northern portion of Ilocos Norte. Light to moderate with intermittent heavy rains over the northern portion of Isabela, Kalinga, Abra and the rest of Cagayan and Ilocos Sur.
