SYNOPSIS:    At 3:00 AM today,  the center of Tropical Storm "INDAY" was estimated based on all available data at 995 km East Northeast of Basco, Batanes  (22.5 °N, 131.3 °E)  with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h. Moving  Northwest at 15  km/h.  Southwest Monsoon affecting Luzon.
