SYNOPSIS:  At 3:00 AM today, the center of Tropical Depression "SAMUEL" was estimated based on all available data at 420 km East of Surigao City, Surigao del Norte (9.7 N, 129.3 E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 65 km/h. It is moving Northwest at 20 km/h. Northeast Monsoon affecting Northern and Central Luzon.

NCR Weather Condition: Cloudy skies with rainshowers and isolated thunderstorms will be experience over Metro Manila and CALABARZON while the rest of the forecast areas will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. Light to moderate winds blowing from northeast to east will prevail over these areas and the coastal waters will be moderate to rough.
