SYNOPSIS:  At 3:00 AM today, the Low Pressure Area (LPA) was estimated based on all available data at 165 km Northeast of Surigao City, Surigao del Norte (10.7 N, 126.7 E). Northeast Monsoon affecting Luzon.

NCR Weather: Cloudy skies with light to moderate rains will be experienced over Metro Manila and the rest of NCR-PRSD forecast areas. Light to moderate winds blowing from the northeast will prevail and the coastal waters along these areas will be moderate to rough.
